Background

A developer undertaking an urban infill redevelopment engaged Advastar ahead of demolition. The site carried known soil contamination from prior industrial use and required phased abatement, contaminated soil handling and monitoring under an approved remediation plan, with a closure record that would have to satisfy the regulator and any future purchaser.

The Challenge

Environmental compliance on a brownfield site is where a redevelopment schedule quietly dies. Documentation failures do not stop work when they happen; they surface at closure, months later, when the record cannot be reconstructed. The developer had planned to have its general contractor absorb environmental oversight, which would have placed responsibility with a party whose incentives run toward production. Wet season was also approaching, which meant stormwater compliance would need consistent inspection coverage rather than occasional attention.

The Solution

Advastar placed a HAZWOPER-certified environmental manager before demolition began rather than after, so that baseline documentation and waste characterization procedures were established before the first material moved. Candidates were screened on whether they had personally maintained a closure record through to regulator acceptance, not simply worked on a remediated site. For the wet season we staffed stormwater and SWPPP inspection coverage on contract, matched to the season rather than to a permanent position the developer would not need afterward. Waste manifesting procedures were set up by the environmental manager in the first fortnight and audited monthly.

The Outcome

Permit compliance held through demolition and remediation with no notices of violation. The closure record was assembled contemporaneously rather than reconstructed and was accepted without a request for further information. Contract stormwater coverage ended with the season, and the developer has used the same staffing pattern on a second brownfield acquisition.
